Yes. Just download the Directv app from your phone’s App Store or Google Play Store. Then, log in with your DIRECTV credentials. From there, you’ll be access to on-demand content and most of the regular channels. This won’t include channels that don’t have the TV EVERYWHERE functionality.
You cannot access what is on the DVR away from home. DirecTV does not currently have that feature. They did years ago, but did away with it because it didn't work well enough to support it.
It is unknown if the new co-owner will be looking at bringing back the option or not.
Downloading to mobile device before leaving home (known as Mobile DVR) is hoped to just be temporarily gone while they fix and improve the new app. Be advised, you only have access to that content for 30 days as is not intended for permanent transfer.
But until (if ever) they say otherwise, you cannot stream what is on the DVR itself outside your home network. (what I thought you referring to, so my apologies if I was mistaken)

Remember, even the app is for in-country streaming only. DirecTV is not licesed to broadcast/stream outside the United States.

Once the app is fixed you will be able to download recorded programs from the DVR to watch when outside your home network.
