Unfortunately not. If you are not authorized for a channel that means you are not authorized for their On Demand content. So by withholding the feed, your local NBC affiliate has removed your permissions for NBC On Demand as well. Same as if any other channel had pulled their feed, the On Demand becomes unavailable with it.
So local affiliate pulls the feed, no On Demand.
If NBC (not affiliate) pulls the feed, no On Demand regardless if your station is NBC directly owned or is just an affiliate. If affiliate, then normally the regular satellite channel still works though On Demand wouldn't.

You can still watch whatever content NBC makes available through their NBC app.
