By "major networks" do you mean local channels? If so, check www.directv.com/locals to see what is available for where you live.
If by some chance you live in an area without locals provided through DirecTV currently, there is no timeline on when or if they will become available.
If you mean you did get your locals from the DNS channels then whenever DTV can reach an agreement with the local station that is broadcasting that network channel OTA if any.
