That channel is not offered on directv satellite, so you need to likely download that app onto any streaming devices or phones/tablets you may have in order to enjoy it. 

Usually, these channels are only offered on cable.

It is a local news station called “News 12 Connecticut” like where I live it is called “News 12 New Jersey”. These channels are only offered on cable and are owned by Altice (cable provider Optimum respectively).

Use their App. Most news channels can be streamed for free.

Plug in a regular over-the-air (OTA) antenna to your TV. That is your option if DirecTV doesn't carry the channel, or you are outside that channel's Designated Market Area (DMA).

There is never a promise you get every local around the area.

News12 is not available OTA surprisingly. I think it is a cable provider exclusive for us in New Jersey, New York, and the OP in connecticut. Perhaps Altice Optimum and a few other cable providers have it

A cable exclusive local, not OTA? Interesting. I've been out of NY for too long I guess.

It is quite interesting. I honestly don’t know why News12 isn’t carried on satellite.
