Direct TV broke our agreement by declining to send our $300 incentive to switch from Dish. We have attempted by email, phone and direct visits to DTV ATT office to figure this out and no solution. Today I sent a certified letter to El Segundo to explain situation. I received a disconnect notice in my email today. I am publicly and directly telling Direct TV as best I am able to do with this company: I am not paying you another dime until you do what your sales rep at Costco said you would.

You should realize that those folks at places like Costco are not DirecTV/AT&T employees, regardless of what shirts they wear or what they tell you. And too often they promise stuff they can't actually deliver. So complaining to DirecTV won't help you. In fact, not paying your bill will simply lead to collections and ding on your credit rating.
