My local channels were changed without my permission
Since 2002 we have had San Antonio local channels, until yesterday morning. Our receiver was replaced and somehow, the local channels were switched to Austin, Tx. We hate those channels and after spending over an hour with a tech from the Philippines, the issue has not been resolved. I want the San Antonio local channels reinstalled immediately. Who do I need to talk to about this problem?
I'm tired of the runaround versus actually solving the problem.

The FCC determines what local channels you receive not DTV based on your zip code. There is a local channel lookup site that I can't find at the moment.

78130 has three counties. According to the FCC, one is in the Austin DMA and two are in San Antonio. Which county are you in?

Corner of Hays County. I have been told that the market for Hays is the Austin local channels however, that doesn't explain how we've enjoyed the San Antonio market for nearly 20 years until yesterday morning when the receiver was replaced.

It means that someone entered the wrong county 20 years ago and when they entered the new receiver they corrected it.

Then the problem can be corrected by reprogramming my receiver, right? Since the mistake is on DTV, the company is obligated to change my local channels back to San Antonio. I need to see what legal recourse I may need to pursue if the problem isn't resolved.

Also possible, but usually those changes take effect immediately.
If the OP is actually in Hays county then DirecTV CANNOT change his ,locals. So this post is really speculating about why things changed. I can imagine the data entered with the new receiver while correct is just different. Did they ask for your county? Change in zip code? ZIP+4? New development in the area, a new road or new name? Local post officemoved? I am just guessing.

No, it's nothing to do with the receiver. Your locals are based on your account service address in Directv's database and which locals the FCC says you will receive. You can't reprogram the receiver to change this. You can complain to the FCC but there's no legal recourse for you. And let me repeat, if your service address is correct Directv can't change this situation

My local channels were out of San Antonio until YESTERDAY MORNING. It's the responsibility of DTV to correct this issue.
I do appreciate your responses however, it does not explain why this happened. Basically, DTV has blatantly lied when I was told the satellite dish was at fault or the problem can be solved by reprogramming my receiver.
There is always a legal avenue for a problem.

You need to sue the FCC then as they are the ones that will not give you the local channels you want.
The receiver has nothing to do with what locals it gets that is determined by the account service address.

We had the channels we wanted until yesterday morning. The only change was replacing the DTV receiver.

Check www.directv.com/locals to verify what locals DirecTV is allowed to provide you. This will confirm whether the prior locals or the new ones are the actual correct ones.
A change in equipment shouldn't affect what locals you get, unless the order and activation ended up correcting an issue on the account where you were getting the wrong locals you were getting to begin with.
You don't get to choose what locals you receive. That is based on the service address as regulated by the FCC. So if everything you had done correct an issue, then those are the only locals DirecTV may legally provide you.
However if somehow the address changed, such as if when everything was inputted the wrong county was selected (some addresses are on the border of 2 different local markets because of this), then you would need to call DirecTV to correct.
