Satellite dish owner unknown

A satellite dish is installed on community property. How do we find out who it belongs to?

You will have to ask your neighbors. There is not identification on the dish tying it to a specific account. Even if there was, DirecTV will not disclose somebody else's private account information to you.

By Federal regulations, everybody may have satellite service. Though if there is shared property, it should be installed in an area that is under their direct control (for example a patio or balcony). See OTARD for more details.

Then it is up to the property owner to remove. Once installed the dish, like most everything else (except receiver/client boxes) become owned and is up to the account owner/property owner, to remove if they so choose.
