Why did my bill go up $9

There is no guarantee the price will be the same for a year. You may have had a discount for 12 months, but that doesn't guarantee base costs will not change. Hence why the price adjustment has occurred annually and their Terms of Service have a clause (like all TV providers since they don't own the channels) that prices and programming are subject to change.

notifications for the increase were sent out in january it was their annual price increase

Compare against the prior bill to see what exactly is different. DirecTV does provide explanation and notices.

Since it is about $9, likely it is the annual price adjustment that started with your bill produced in January or February (depending on your service dates). Here is the notice from December (like they have sent each year).

Due to increased programming costs, we’re adjusting the price of our video packages. Periodically, the owners of television networks increase the fees they charge DIRECTV for the right to broadcast their movies, shows and sporting events.

You can review the changes at att.com/2021pricing. New rates will be in effect on January 17, 2021.

Must have been some pretty small fine print.  I was told the price would be the same for a year. I was even told they were going to give me an additional 30.00 off but never did.  I guess I may have just reached my limit. Having technical problems anyway and just haven't had time to set on the phone with them and turn the thing on and off over and over again.  Pixelates about every 10 minutes.  Everything going up but my income. :-)
