DIRECTTV DISH NEEDS TO BE REMOVED

We did not approve the installation of this dish, and we want it removed.  DirectTV couldn't care less that they installed a dish on a property NOT OWNED by the customer, even though their stated policy is that permission is required.  They ask ONLY if it is an apartment or has a unit #, and they ASSUME that a single family residence is owned.. They then referred us to a recycling website that MIGHT take it, IF we removed the dish and send them all the info on it, then they would indicate IF they would take it back.  Are these things difficult to remove without damage to the roof?  SO angry that DirectTV is getting away with these horrible business practices.

No, the installer is not required to get permission from the owner. In fact, the OTARD regulations limit the ability of an owner to interfere with the installation. Your beef is with the tenant, just like it would be with any other modification to the house. If the tenant has broken the contract with you, then sue them for breach of contract or withold from their security deposit. The installer can't be made to go around trying to find the owner every time he is asked to do an install.

if you rented to tenants then your beef is with them not directv,

Apparently they lied when asked if they were the owners of the property. 

Your issue is with whoever gave permission to have the dish installed. 

Don't mess with old people.  The older we get, the less "Life in Prison" is a deterrent.

Constructive I completely disagree.  DirectTV does have the responsibility to make sure the requestor has authorization/ownership.  Their own policy states that tenants need to have permission, but they don't bother to have appropriate steps in place to ensure this is the case.

Once installed the dish is part of the property. It is completely on you to remove.

DirecTV doesn't have to verify they are speaking with the home owner. The person who subscribed to DirecTV is agreeing that they have all necessary permissions (such as limited restrictions on dish location) for the install. So the issue remains between you and the tenant.

Per Federal regulations (OTARD) satellite service cannot be forbidden by landlords. Only "reasonable" restrictions may be in place regarding install. As long as it is put in a place that is exclusive their control (such as a balcony, patio, etc.) then it is fine.

If you go ahead with removal, highly suggested to leave the mounting plate to avoid leaks. Most of dish goes with metal recycling, but the LNB (the "eye") goes with electronics. It does not get returned to DirecTV as they no longer own it upon install.

Should an installer ask to see the deed to the property? 

That seems a little.....unreasonable.
