I have Direct TV service at my main home. Can I have direct TV at my summer home as well and still get my local channels at my main home?

Sure. You will need to open a new account for the summer home, though. If you are asking can you use your existing service at your summer home, no.

Local channels are on spot beams once you are outside of it you will lose all local channels.

Your main home and summer home must have their own accounts. Service is to the physical service address as it determines what local channels you are allowed, what sport team markets you are in, and taxes required to be paid.
You can suspend service as needed when going between the two. It is for up to 6 months within a 12 month period. There has been a $7 monthly vacation hold on the account (something added by AT&T after they acquired DirecTV), but sounds like that may be going away back to the way it used to be.
