Your friend in another state would have no bearing on you getting locals. Unless by some chance they are on the same account, then of course that would be the issue as the locals are spot beamed based on the service address of the account (and boxes in different states is a violation of service and Federal regulations).

What model are your boxes?

Do they each have the problem?

What zip code?

What happens when you try accessing your locals?

Have you tried any troubleshooting?

It could be due to the mpeg2 shutdown since you mentioned it's a standard definition receiver that you're missing locals on. You'll need a mpeg2 swap.

@kingman210

What are the exact models of those "standard" receivers? (for each account)

What may be the issue is that DirecTV has been shutting down the MPEG-2 (SD-only) service since April 2019. Some areas had already gone to MPEG-4 only locals. Local channels are spot beamed. Being in different states means you do not share a spot beam of same locals.

If this is your families or your own situation, an "upgrade" is not needed, but a MPEG swap. Upgrades are optional and give you additional features, but a MPEG swap is required to continue using the service (so no service agreement).
