Reciver Running Self-Check

I lost power last night and since it came back on my reciver will get to the Step 1 of 2: Checking satellite settings... then go no farther. When I reset my reciver it will be normal till it gets to a message that says Reciver Running Self-check then move on to the Step 1 of 2: thing. Once after going to the running self-check it gave me a message to reboot which I did. It usally takes about 5-10 mins to get back up but I have let it set from 30mins to 2hrs and it never gets finished comeing back up. I have unplugged and replugged everything on the reciver, tv, and dish. I have tried resting it a total of 5 times. Is this just a bad reciver or what?
