The only Genie DVR that can support more than 3 Mini Clients simultaneously is the HS17 Genie Server.

Well with "best" that is subjective in this exact case (Don't know what you mean by WMG).
The regular Genie line (HR34, HR44, HR54) can use up to 3 Clients at one time.
The Genie-2 (HS17) can use up to 7 Clients at one time.
However, the Genie-2 is certainly not best. It is best to have HDDVRs instead of Clients. The Genie-2 FORBIDS HDDVRs, but the regular Genie does not. So a Genie and 2 HDDVRs is already 9 tuners more than the Genie-2 could ever reach. Each HDDVR has 500GB recording space. Clients have no tuners (each taking one from the Genie/Genie-2), so cannot be used with the Genie (it goes down, they all go down). Clients have no recording space of their own. Settings are shared between boxes so you couldn't have specific parental controls (spending limits, ratings, etc.) per TV to customize your setup. With the Genie-2 being a server tower it results in 1 more box than you have TVs. The Genie-2 though a little better than when launched, is still buggy. Plus there recently was a system issue where the Genie-2 was getting a TV fee, so paying as if you had one more TV than you really have. Finally the Local Channel Connector (LCC) that has been in testing, and some were fortunately able to receive, has only been compatible with the 2nd/3rd generation Genie (HR44/HR54) and not the Genie-2.
So the best setup would be Genie and HDDVRs, in my opinion. Clients can be mixed in for specific purposes (such as having a TV enjoy the couple 4K channels), but in the end are inferior to HDDVRs.
