I called to transfer My comcast to my new address the 3rd party vendor that I was in contact with told me that there was no cable for my area due to outages all the time told me my only option was Direct tv. It was installed 6/6/22 I called comcast directly the same day and they apologized and said yes we could get our xfinity back. I had direct tv for 12 days was told it would be ok to cancel. i called them and they are now charging me for the full contract. who can i get ahold of to dispute this charge.

The first thing is never going through a 3rd party which I guess is a lesson you learned the hard way! Second, you signed a 2-year contract when you signed up for the Directv Service and you could have canceled within the first 24 hours of installation and not be charged for their contract terminations fee. But as you have now had them 14 days you are bound by the contract that you signed and agreed to and the cancelation fee is $20 a month for every month remaining in your contract. Yes, of course, you can cancel your service you just have to pay the cancellation fee that goes along with canceling. Just remember it wasn't Directv that frauded you it was the 3rd party vendor that you contacted that gave you the wrong information! But you can always try to dispute the cancellation fee by calling their customer service it is 1 (800) 531-5000.

That is the problem I didn't sign any contract and I didn't know until after the fact that it was a third party.

DirecTV only has 24 hours from install to cancel before the service agreement is secured. At 12 days it is completely valid. The value is $20 for each month remaining, so for 23 full months left you are looking at $460 for your ECF in addition to the one month of service.
Since you ordered through a 3rd party vendor, I would submit complaint on them (possibly with the BBB). DirecTV will only honor what is on the official order and valid policy, so they will not give you a 2 week buyer's remorse as the 3rd party lied about.
Agent (even 3rd party) should have told you about the service agreement. Upon receiving the order, DirecTV emails you an order confirmaiton with the service agreement. When tech installs, you (or someone on your behalf if you are not there) signs the handheld which once again confirms the agreement. So in the end it was accepted.
Read everything provided, including after the order and install itself. And be very cautious with 3rd party vendors (preferably avoiding them). DirecTV has no stores or in-person sales people of their own. Sorry but this situation was a hard lesson learned to protect yourself going forward.

The signed agreement/contract is done electronically via the hand held device not on paper. Techs can not close the work order until the device is signed

Well, someone had to sign off on the work order. Either you or someone else in your household. It is required so tech can close out the order.
Certainly 3rd party vendors are an issue. But I find it hard to believe that by the end of all this you had no information presented along the way of what you were getting. If truly you started service with no "paperwork" (including digital) certainly try a BBB complaint. But in the future, do not start any service without documentation.

Since Covid techs do not aquire signatures. They are only required to get verbal agreement.
