Intentional vandalism by installation tech

I need an email address I can send pictures to of the intentional vandalism our installation tech did while installing our UVerse.  Both of my existing cable lines running the entire length of the basement were intentionally cut, for no reason other that to make switching back to cable more difficult.  

 

I have 3 questions:

What is the best email address to forward these pictures to so you can send an installation tech out to repair the damage?

Is this common practice among AT&T installers to make switching other television providers more difficult?

What will be done to remedy this situation?
