Damage from installation and hurt child

I posted on this site a week ago and have received no help. For two years we have had fiber cables pulled tight across our yard and laying on top of our yard. They don't bury the lines or not deep enough, (we've had 5 lines now for our neighbors!) please please someone help or give me a number to call. I've called their service line 8 times and every time a technician comes out they are disgusted by the line about nothing is ever done.
