DVR won't work if uverse is down!
If I have DirecTV, I can use the DVR even if the sat connection is down. Same with DishNetwork. And if Comcast is down I can still watch the Comcast DVR recorded shows.
But uVerse won't allow access to recordings if uVerse service is down. WHY????

It is good to have protection against misuse.
My first thought was that it could be used without regard to account - My solution to that roadblock is to have the customer enter the acct & PIN numbers.
MT does raise another point. Perhaps an even more common reason - The acct owner carries the DVR to a location that does not purchase the same programming stored on the DVR.
I could say the customer purchased the content & has the right to view it anywhere. But, I will accept that the content must be viewed at the acct address. This case can work by getting the OK from the RG. No reason to go all the way back to mother ship.
Inability of the acct owner to play recordings (when the broadband is down) at the acct address is a big flaw that can easily be corrected.

@mossberg The Uverse DVR sends signals to the RG for ATT authorization at certain actions. Play and any trick play (FF, Rew etc), you can literally start a recording and pull the plug on the RG.
The recording will play to the end, but you can't do any trick plays, as that would send the signal for authorization. The recording would stop as soon as you touched one of the buttons. 😉
