How to file complaint against AT&T Uverse driver

How do I file a complaint?  One guy was out parked in front of our mail box and fire hydrant at our home in San Juan Capistrano.  We asked him to move just before 1:50pm today, 5/17/17.  he said he was almost done and would move.  It is now 3:56pm and he is just packing up.  We had asked him again, but he was very rude about it.  There was plenty of parking in front of the neighbor's house that he was working at.

We have pictures showing his blocking mailbox, as well as parked at fire hydrant.  I believe this is the same driver that about 3 years ago threw out a cup while he drove past our block.
