The libraries that On Demand connect to aren't optimized for streaming as much as services that are dedicated for streaming. So it is usually better to download the program and then watch it. That way there is nothing to buffer as you already have the entire movie. For streaming, it is suggested to have your internet speed at minimum in the double digits (so over 10Mbps) but the more devices that use the internet these days tend to bump up the requirements as more things used at the same time.

I can tell you it’s AT&T’s Internet and according to them more than enough based on how many phones/iPads, etc. we use. Took 3 hours to watch a 90 minute movie. Sucked!!!

It is called "On Demand" because you can download the program and watch on your schedule instead of waiting for the time slot from normal TV.
DirecTV is not a streaming service, so On Demand is not optimized for streaming as some other providers who's sole delivery is streaming. I agree this is an area that could use some improvement to round out the service. But in the end, DirecTV first and foremost is service by satellite. Other delivery methods, be it streaming On Demand or mobile viewing, are secondary perks that take a back seat to the primary delivery of the service.

Compared to live TV, it is On Demand. You don't have to wait until hours or days later for the program to come on TV. Just download it and watch.
Streaming it can work, but I agree it could be improved.
Regardless, nobody here can change the name as we are all customers. If you don't like the feature, don't use it.

DTV On Demand sends the entire file in the resolution that it was made in but streaming services change it to tailor it to the internet speed.

Personally I prefer it that way, which is why I normally download the program. Though dedicated streaming services adjust for your changes in your internet speed during the program, I don't like it when the quality changes while I am watching (especially if it is multiple times).
The only true improvement for this situation is if there was a practically guaranteed base line of internet country wide. That way your internet, usage of neighbors, or any jumps between you and the source of the program, wouldn't be an issue. But such a state for the nation is quite far off.

It's called "DirecTV OnDemand", not "DirecTV Streaming". That's what AT&T Now is for.

Well that is a matter of perspective. It is On Demand as you are not waiting for the next timeslot of the show.
Remember dedicated streaming providers lower the quality of the program provided to match with internet speeds. With DirecTV you get the show in the full original higher quality format. So no matter what quality your internet is, or if you have some temporary issues, DirecTV doesn't lower the quality to match. They send it in the full resolution it was intended for.
As mentioned DirecTV is primarily satellite service. Any internet or mobile connected option is a secondary perk. It is up to them, like any company, to name their features as they choose.
As this has become a circular discussion with the information not changing, I shall move on.
