If a local channel in my area is broadcasting a game but direct tv does not have a contract with that local channel for my area will I be able to get the game on NFL Sunday ticket channel?

No. Even if Directv is not carrying your local channel, that doesn’t change the blackout rules. The game will still be blacked out on Sunday Ticket.
