You have to ask the channels that as DTV only sends you what they get.

Is actually all the channels? If not, then that may be a broadcast side issue. But if all the channels, which is not experienced by everyone though there are other recent posts with something similar, it might be an issue with a software update on certain boxes. What are the models of the ones with the issue?

It is all live programs on all channels- e.g. news broadcasts, live sports events. It is not on movies or pre-recorded shows. Since it is every network I suspect it is provider ( in my case DirecTV) or a hacked smart TV ( mine is Samsung). I now have additional words to “quote Barack Obama- Baldwin- and System”
What DVR/Receiver model numbers do you have? Do they all do this?

HR24 is the last regular HDDVR. It is a perfectly fine model, and can work with Genie setups.
It does use the prior generation graphical user interface (GUI) software.

The "QUOTING BARACK OBAMA" line is usually shortened depending on how many characters were intended in the line- my theory. The same is true for the "SYSTEM" line and the "BALDWIN ANN----- lines. All three lines repeat every seventh line.
Press Info, go to the right where it says CC and make sure set to off. Then see if it continues.
I suggest this as the two CC/subtitle options show the text on the bottom of the screen (verified by my HR24 and HR44). So want to verify if it is an issue with the TV's own built-in CC option.

Using the DirectTV remote under INFO and CC I tried all three options, OFF, Direct TV Subtitles, and OFF. When OFF nothing appeared on the screen, and when using the other two the captions were on but had the offensive substituted phrases.- only difference was that one had a yellow font and the other white.
The captions move around on the screen so they don't overlap graphics from the program, as when there are opening and closing credits or ads on.
Definitely try the red button reset. If that doesn't work, then I would unplug the power cord for up to a minute. The power cycle clears some additional residual memory, including guide data, which might find what is stuck with the CC info. Now if you do the power cycle, the guide info will download again from the satellite and should be fully populated within 24 hours.
Just make sure the coax is finger tight first before doing a reset or full power cycle. That way no info is lost when it reacquires it.
