Satellite is comming from geosynchronous orbit. It has to go through that weather to get to your receiving dish. If the dish is optimilly aligned, and secure so that it doesn't waver, then under most common conditions it 'should' be fine. But it will never be perfect.
However, if under light conditions you are having problems then that is another matter. Poor dish alignment, water getting into the coax where it shouldn't, or even what the dish is mounted to not being stable could cause reception issues. Never mind anything in the way of line of sight such as new structures or change in nearby foliage, etc.
So what exactly is the issue you're experiencing? With some details guidance could be given on if it is out of anybody's control or something with a tangible fix.
They have “fixed” it to some degree. Now, there are about 50 channels that, when the satellite signal is blocked, will resume by streaming if your Genie is hooked up to internet.
Correct, and I was just about to say that. Recently, DIRECTV came up with a new feature called ‘Watch over Broadband’ which allows you to continue watching select channels over your internet during the storm. This only works on HR44, HR54, and HS17 receivers.

We switched to DirecTV Stream. No rain-related outages. Of course, you need reliable and fast internet :)
