Buried telephone line relocation

I recently bought a property that has a directv/at&t phone line running thru the front of it. I’m trying to figure out who I need to contact to get it lowered so I can put a driveway in. I’ve called at&t and they said to contact directv since they use your service. 

To clarify: The line only runs thru the property. The property used to be part of another one but they split it apart and sold only part of it. The line does not service my property, just simply runs thru it.
