Genie 2 picture freeze over a year right after installed

Why did I receive a final notice for DirecTV internet and home phone services that I don't have?
I recieced a final notice for DirecTV internet and home phone services that i did not apply for or have ever paid. I told to the fraud department and the lady was not helpful at all. This is not my bill and i don't see how i can be responsible for it.
