After buried cable repair on our property, landscaping unfinished by subcontractor

During winter of 2019, AT&T had a subcontractor dig ~ 8 ft. deep on our property (in St. Charles, Missouri) so AT&T could make a buried cable repair. The hole was filled in with an excess of dirt to allow for settling. Grass seed and straw were also added on top. The problem is that settling of the dirt was so uneven, that mowing of the new grass will be impossible w/o the dirt being leveled out and re-seeded. The repair affected our whole block, but I AM NOT AN AT&T CUSTOMER. WHO CAN I CONTACT TO REMEDY THIS SITUATION??
