Never again
I have directv through Att. Will never get it again. I have had it a little more then a year and everytime it rained I lost signal a few times during the rain. No winds just rain. When I called Att about it they just said it was normal, so I just put up with it for the whole time. Now I am disabled and have to move back to my home state, and the senior complex I am moving to does not allow any satelite antenas at all. So now I am being charged 130.00 for not being here for 2 years. I can't afford that. Never again will I ever use ATT or Directv.

Normal weather conditions should not affect service. If light rain normally causes signal issue, that suggests that either water is getting in where it shouldn't or that the mounting of the dish (or what it is attached to) might be a little loose allowing for just enough sway to cause issues. That would require getting a tech out to check all the connections and how secure all the mounting is, including rechecking the dish alignment.
However landlords and the like cannot forbid you from having satellite, as that is against Federal regulations. All they can do is have reasonable restrictions on where it may be placed. See OTARD for more details.
DirecTV's early cancellation fee (ECF) would not be $130. The service agreement is valued at $20 for each month remaining. So for example, with 12 months left of the original 24 month agreement, that would be a $240 ECF. The only way that can be waived is through an attempt to keep the service. You setup a movers order, tech comes out to install. If tech cannot install because of not getting a good line of sight (not simply landlord restriction, etc.) they close the order noting the no line of sight (NLOS) issue. You then call DirecTV to cancel, where the agent submits waiver request on ECF verifying the NLOS.
