screen keeps locking up for a couple of seconds, then plays fine.

screen locks up then releases.  I have tried rebooting and refreshing.  didn't seem to help. the weather is fine, no issues with that.

What is the receiver model? What other receiver models do you have? Any error codes? Have you tried a red button reset (side by the access card for HR54 series or front where it says ‘PUSH’). 
Reasons for this issue could be a failing hard drive (if you have a DVR), old and obsolete equipment that must be upgraded, etc.

Newer equipment and yes I did a reset, a refresh and a reboot.  I believe it's the signal strength from the main receiver and the mini genius box.  The signal strength is orange on the mini.  Guess my next step will be to try and boost the signal strength to the mini.
