i was supposed to get money off my bill for 12 months, that hasn't happened! i cannot afford to stay with DirectTv!

Intro discounts are for 12 months. Little to no discounts are available during that 2nd year. They are trying to earn back on their investment.
Too many customers who have actually been with DirecTV a good while were skating by on discounts that were not sustainable, so operating at a loss. As such, discounts in general are pulled back while they weed those customers out.
If you cannot afford it without discounts, then you cannot afford it and should reduce services until within budget. Starting a new service and only completing half of your commitment (12 months of your 24 month service agreement) and expecting another "good rate" like your intro offer is not a reasonable expectation. TV providers exist to make money, not to be a charity and give the service for less than it costs.
