DirecTV may only provide you local channels that are in your Designated Market Area (DMA) as Federally regulated.

Double check www.directv.com/locals to verify what you should be getting. If this differs from what you are receiving, then you call DirecTV to verify the physical service address (including county) are correct. However if it matches what you are receiving, then DirecTV cannot do anything unless your DMA changes. In the latter you would use a regular antenna to pick up anything that might be within range, even if outside your DMA.

What matters is where they draw the DMA lines. If you feel that you are put in the wrong DMA, then you would have to try and dispute with the FCC. DirecTV can only follow the Federal regulation as it stands.
