I read that Merit Street Network would be carried by Directv, I don’t see it. Maybe satellite only?

I subscribed to Uverse this past February. My neighbor across the street applied and was turned down saying our street was not ready for Uverse. The ATT workers working on our street told him the same thing, that it wouldn't be ready months. So what do I have?

I currently have ATT Uverse TV. I have purchased a new home down the street from my current home and would like transfer my UVerse TV service to the new home.  I called ATT and was told that Uverse service is not available.  I was told that I can keep Uverse if I transfer my service. 

So, Uverse is available across the street with speeds up to 45 megs, but apparently I'm only able to get 6 megs?  Can somone explain to me how this is possible?
