Why are nationally televised Oklahoma Thunder Games blacked out on TNT and NBA TV in my viewing area?

Everything I read says we will be able to watch the old Fox Sports OK under a new name on the same channel. However, the thunder game says it's a PPV event and not available.  If this is true, I no longer need DirecTV
