ATT welcome screen just keeps spinning

My service was installed about three weeks ago.  My TV died the day before my installation.  I hooked the cable up to small TV I forgot I had. I get the rethink possible screen and ATT Uverse screen which spins and spins and spins until it tells me service is not available and quit client.I did just

Fraudulent billing and leaving me stranded in the woods..

DirecTV could not provide service at a new address and told me they had to cancel the service and the contract. Without my knowledge they started billing me again but I had no idea because the bills went to the old house. This ultimately caused my phone to be cut off while in the middle of the bush

I have chatted yesterday and today regarding my account to no avail. I just paid $186 and I still owe $192. We only use the channel 800/Animal Kingdom/peaceful music for our baby. Paid Bill, No TV?
