We are In the process of having a new home built. At what point in time should we have att come out and run the wiring from the main service box(about 2 lots away) to our house? All wires have to be buried underground. And does it get run in conduit or just the cable buried right in the ground?

I have had them out here twice. Both times they said they buried the cables but I have found them running under my pine straw and NOT IN THE GROUND. Is this typical? Seems like they should have placed them in the ground.
