Claim for what? Either you as building owner or those prior tenants own those dishes. Directv has no responsibility for them.

We have a number of direct tv satellite dishes scattered throughout our apartment complex. Is there any way I can find out which of the dishes are being used and which have been left behind by tenants that have moved out?  Trying to clean up the grounds.

Nope, but if you send a note to the tenants to tell you they are having problems then disconnect each dish one at a time then wait.

How do I determine if a satellite dish in non-functioning?

We have several dishes on the rooftop of our condo building. Do I call a DirecTV tech person to determine which ones are non-functioning/not in use so we can remove them? Or can our electrical handyman determine that and if so, how?

Right. DirecTV won't touch it. It's part of your house. If you didn't give the tenants permission then you should withhold the removal costs from their security deposit.

Because you're suspended account was still for your old address, once the new tenants had their service installed there was no where for your account to go except to be cancelled. AT&T will only provide uverse service to a single address. That means

Constructive I completely disagree. DirectTV does have the responsibility to make sure the requestor has authorization/ownership.  Their own policy states that tenants need to have permission, but they don't bother to have appropriate steps in
