Has anyone else been seeing pixelation issues on channels 4 and 7 using the satellite system in the Washington, DC area?

I have aHR44-700 which I believe is over 8 years old. I have a protection plan. What will it take to upgrade me and can I get one new receiver free?

I thought it would be easy, but I end up getting a 623 error code. Both locations are 5e ethernet wired.
